              This handbook explains the basic components of jail management and lists the additional resources that jail administrators should consult for detailed guidance.
          Abstract
              The guidelines are intended primarily for jail administrators in California. Initial tasks of a new administrator are outlined, including developing an orientation plan and establishing communication both inside and outside the correctional facility. Additional chapters explain the relationships among the different components of the correctional system, the rights and responsibilities of inmates, major operational issues, and the use of budgets and statistical information. Further chapters explain security measures, emergency procedures, communications with jail staff, the use of support services, and the need to plan. A final chapter explains how to handle communications with the general public, the media, and legislative bodies.
