This manual contains emergency preparedness plans formulated by the Kanawha Valley Emergency Preparedness Council (KVEPC) in West Virginia to protect the public during various natural and other types of disasters.
Abstract
KVEPC is a volunteer organization comprised of industrial, business, utility, governmental, hospital, new media, and non-profit organizations involved in or interested in emergency planning, emergency management, or emergency response activities. The KVEPC plans and activities complement government agencies activities responsible for emergency response action. Additional information is provided on the history and background of KVEPC, its general objectives, the elements of industrial emergency planning, and elements of emergency situation response planning. The by-laws, committees, and membership roster of KVEPC is included. Detailed plans are given for procedures in areas of early warning, communications, material assistance, traffic diversion, urban area emergency response, risk evaluation analysis, evacuation, shelter-in-place, special services, sabotage, terrorism control, recovery, special hazardous materials emergency assistance, and civil disturbance control.
