LEAA FUNDING PROCEDURES ARE EXAMINED USING THE FEDERAL ASSISTANCE REVIEW STANDARDS AND RECOMMENDATIONS MADE TO IMPROVE ADMINISTRATION.
Abstract
THE OFFICE OF MANAGEMENT AND BUDGET PROMULGATES EVALUATION STANDARDS. NATIONAL, REGIONAL, STATE AND LOCAL AGENCIES WERE SURVEYED USING THESE GUIDELINES. THE MANY LEVELS OF REVIEW PER GRANT PROPOSAL, THE LACK OF GUIDELINES FOR LEAA OFFICES, AND THE DELAY IN FUNDING CAUSED BY CONGRESSIONAL INACTION WERE AMONG THE DIFFICULTIES CITED. THE QUESTIONNAIRES USED IN THE SURVEY ARE REPRODUCED IN THE APPENDIX.
