Abstract
STARTED IN WESTERN COASTAL STATES, LEIU HAS ENLARGED ITS MEMBERSHIP TO INCLUDE AGENCIES FROM OTHER PARTS OF THE COUNTRY AND CANADA. LEIU WAS CONCEIVED IN RESPONSE TO INCREASING LARGE-SCALE ORGANIZED CRIME INVOLVEMENT IN PACIFIC COAST CITIES.
