Abstract
TEN FIELD OBSERVERS, ALL WITH PREVIOUS EXPERIENCE IN THE FUNCTIONS THEY WERE TO OBSERVE, SPENT SUBSTANTIAL TIME CONDUCTING THIS EMPIRICAL STUDY. THE REPORT TREATS EACH PHASE OF THE CRIMINAL JUSTICE SYSTEM IN TURN, BEGINNING WITH THE WAYS CRIME COMES TO THE ATTENTION OF POLICE AND ENDING WITH A DISCUSSION OF PAROLE, PARDON AND COMMUTATION OF SENTENCE.
