This handbook acquaints Virginia law enforcement officers with the functions of the Virginia Criminal Information Network (VCIN) and instructs officers in the essential elements required to make a Network entry or inquiry.
Abstract
The VCIN is an automated, high-speed communications system that interfaces with computerized databases at the National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), Virginia Department of Motor Vehicles (DMV), Federal Aviation Administration (FAA), and Department of Game and Inland Fisheries. The Network has direct access and immediate retrieval capability. Additionally, VCIN provides administrative message capability to all users within Virginia and a link to law enforcement agencies in all States through the NLETS. The DMV interface provides vehicle registration and driver information on Virginia residents. The NCIC and VCIN "wanted" files provide tactical police information on persons and properties that have been entered into the files. Each agency that enters information into the VCIN is responsible for the accuracy, completeness, updating, and clearing of file records.
