A CRITIQUE WHICH RECOMMENDS DEVELOPMENT OF ADMINISTRATIVE PROCEDURES WHICH WILL ORGANIZE AND MONITOR THE LITIGATION PROCESS AND IMPROVEMENT IN THE QUALITY OF LAW OFFICERS THROUGH INCENTIVES AND IN-SERVICE TRAINING.
Abstract
THE PROJECT INTENDS TO PROVIDE LAW OFFICERS WHO WILL ACT IN A PROSECUTORIAL ROLE WITH ATTENTION TO SCREENING, PREPARATION OF PETITIONS, FACT-FINDING, DISPOSITIONAL, AND RECOVATION OF PROBATION AND PAROLE HEARINGS, TOGETHER WITH EFFORTS AT PRETRIAL RESOLUTION OF ISSUES AND CALENDAR MANAGEMENT. THE EVALUATION FOUND THE PROJECT TO BE WEAK IN MOST OF THE AFOREMENTIONED AREAS. RECOMMENDATIONS IN THE AREA OF ADMINISTRATION INCLUDE THE FOLLOWING - 1) AN ASSISTANT IN THE OFFICE OF THE CORPORATION COUNCIL TO ADMINISTER THE FAMILY COURT DIVISION, 2) A STATISTICAL SYSTEM TO USE IN PLANNING AND MONITORING, 3) INCREASED EMPHASIS ON SUPERVISION AT THE BOROUGH LEVEL. EXPANDED RECRUITMENT, COMPENSATION, AND ORIENTATION AND IN-SERVICE TRAINING FOR LAW OFFICERS WERE AMONG THE STAFFING PROPOSALS. THE QUESTIONNAIRE USED IN EVALUATING THE PROJECT IS INCLUDED IN THE APPENDIXES.
