THE REPORT OF LEAA'S PROGRAMS AND ACTIVITIES IN FISCAL 1978 INCLUDES ANALYSES OF STATE CRIMINAL JUSTICE SYSTEM IMPROVEMENT PLANS, A SUMMARY OF MAJOR INNOVATIONS, AND AN EXPLANATION OF LEAA'S EVALUATION PROCEDURES.
Abstract
THE REPORT CONSISTS OF AN ORGANIZATION CHART AND BUDGET SUMMARY, HIGHLIGHTS OF THE AGENCY'S ACCOMPLISHMENTS DURING THE YEAR, REPORTS FROM EACH OFFICE WITHIN LEAA, AND INFORMATION SPECIFICALLY REQUESTED BY CONGRESS IN THE CRIME CONTROL ACT OF 1976 AND IN THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974. SEVERAL PAGES ARE DEVOTED TO A STATE-BY-STATE SURVEY OF COMPREHENSIVE CRIMINAL JUSTICE SYSTEM PLANNING EFFORTS. EACH STATE'S PLANNING ACTIVITIES ARE SUMMARIZED AND ASSESSED, TOGETHER WITH PROGRAMS IN THE AREAS OF CRIME PREVENTION, ENFORCEMENT, ADJUDICATION, CORRECTIONS, SYSTEM SUPPORT, JUVENILE JUSTICE AND DELINQUENCY PREVENTION, AND DRUG ABUSE. ALSO INCLUDED IS A DETAILED DISCUSSION OF PROGRAM INNOVATIONS IN THESE AREAS, AND OF LEAA'S MONITORING EFFORTS. AMONG THE AGENCY'S MAJOR ACCOMPLISHMENTS FOR FISCAL 1978 ARE THE FOLLOWING: DRAFTING OF LEGISLATION TO REORGANIZE FEDERAL CRIMINAL JUSTICE ASSISTANCE, RESEARCH, AND STATISTICS PROGRAMS; AWARDING OF GRANTS FOR COMMUNITY CRIME PREVENTION PROGRAM STARTUPS; RESEARCH CONCERNED WITH NEIGHBORHOOD JUSTICE CENTERS, PRERELEASE PROBLEMS, PROBATION SERVICES, CRIME CAUSES, DRUGS, AND UNEMPLOYMENT; EFFORTS TO COMBAT INTRAFAMILY CRIMES, SUCH AS CHILD ABUSE AND WIFE BEATING; RECOVERY OF $117 MILLION IN STOLEN PROPERTY AND INDICTMENT OF 4,448 PERSONS THROUGH ANTIFENCING 'STING' PROJECT; INCREASED EFFORTS TO HELP STATES DEINSTITUTIONALIZE STATUS OFFENDERS; EXPLORATION OF THE ROLE OF GOVERNMENT, LABOR, AND BUSINESS IN COMBATING CRIMES AGAINST BUSINESS; AND COOPERATION WITH THE AMERICAN CORRECTIONAL ASSOCIATION IN IMPLEMENTING STANDARDS AND ESTABLISHING ACCREDITATION FOR CORRECTIONAL INSTITUTIONS. SUPPORTING DATA AND DOCUMENTATION, INCLUDING A TABULAR BREAKDOWN OF GRANT ALLOCATIONS, ARE PROVIDED. (LKM)
