After reviewing the technological features of license plate readers (LPRs), this paper presents an overview of policy issues in implementing and managing the use of LPRs, followed by a summary of available resources and sample policies and procedures for LPR use.
Abstract
LPRs automatically capture an image of a vehicle's license plate, transform that image into alphanumeric characters using optical character recognition or similar software, compare the plate number to one or more databases of vehicles of interest to law enforcement and other agencies, and alert the officer when a vehicle of interest has been observed. Policies regarding LPR use should support law enforcement's ability to improve public safety while protecting the privacy, civil rights, and civil liberties of community members. This requires the development of a policy that states when, what, why and how LPR is to be used. Issues to be considered in developing such a policy are outlined, and websites for sample policies are provided.
