REPORT EXAMINING THE PROBLEMS ENCOUNTERED BY PERSONS IN ENGLAND AND WALES WHO HAVE CRIMINAL RECORDS, BUT HAVE BEEN FREE OF CONVICTIONS FOR A NUMBER OF YEARS.
Abstract
THE EXTENT OF THE PROBLEM IS ASSESSED AND SEVERAL FOREIGN REHABILITATION LAWS ARE LOOKED AT BRIEFLY. THE AUTHORS PROPOSE SEVERAL MEASURES TO ENCOURAGE SOCIETY TO TREAT AS REHABILITATED THOSE WHO HAVE IN FACT REHABILITATED THEMSELVES BY THEIR CONDUCT. THE QUESTION OF THE CONFIDENTIALITY OF CRIMINAL RECORDS IS DISCUSSED.
