Abstract
THE STUDY EXAMINED THE PRESENT ALLOCATION OF RESPONSIBILITY FOR PUBLIC SERVICE DELIVERY TO DIFFERENT LEVELS OF LOCAL GOVERNMENT, CONSIDERED CHANGES THAT MIGHT IMPROVE THE EFFECTIVENESS OF SERVICE DELIVERY, AND EVALUATED THE STATE'S ROLE IN SUPPORT OF LOCAL AGENCIES. AREAS EXAMINED INCLUDE PLANNING, TRAINING, COMMUNICATIONS AND DATA SYSTEMS, CRIME LABORATORIES, AND CORRECTIONAL SYSTEMS. RECOMMENDATIONS, INCLUDED IN FULL IN THE REPORT, FOCUS ON AGENCY ROLE DEFINITION, AREA-WIDE AGREEMENTS IN TECHNICAL SERVICE AREAS, EVALUATION, AND COMMUNITY RELATIONS.
