Following a comprehensive discussion of current street gangs in Los Angeles County, this report presents recommendations for intervention and prevention strategies.
Abstract
The statistics in this and previous Task Force reports show the seriousness and scope of the Los Angeles gang problem. Each year since 1984 the annual number of gang- related homicides and incidents of violent criminal acts increases. Los Angeles gangs have also continued to distribute rock cocaine not only in Los Angeles County but in other cities throughout the Nation. Paralleling the increase in gang activity there has been an encouraging growth in the number of innovative strategies that promote cooperation and coordinated approaches to the gang problem. This report profiles those strategies with the most promise. The recommended strategy for the juvenile justice system is to mount early intervention programs for at-risk youth and their families, emphasizing accountability. Law enforcement strategies should consist primarily of gang-crime suppression based on the arrest and incarceration of hardcore gang members. Examples of effective school educational programs are presented. They focus on self- esteem building, the development of conflict-resolution skills, anti-drug education, peer pressure resistance, and the development of positive social values. Other recommended strategies address early intervention, social opportunities, and community mobilization. The Task Force recommends actions to enhance these proven strategies.
