This booklet provides an overview of the Los Angeles Superior Court's Performance Audit and Review (PAR) Program, which is an internal auditing process that reviews all performance, management, and fiscal aspects of programs, operations, administrative units, and processes within the court.
Abstract
Not limited to traditional findings and recommendations, this program involves a proactive approach to the development and implementation of measures to ensure the efficient and cost- effective operation of the court. The program consists of a joint evaluation and review process by committees of judicial officers and managers, who use a unique review model developed at the inception of the program. The use of the model provides for consistent, comprehensive evaluations of all areas reviewed. Since the start of the program, its accomplishments include the identification of cost savings, cost avoidance, and cost recovery efforts valued at $10.524 million. Additionally, many performance-based recommendations have been developed and implemented to improve internal operations and enhance service. This report chronicles the development of the program, its implementation, and the many cost-effective measures implemented as a result of its reviews. Audit forms and materials are included. There is a separate audit report on the Superior Court's Juror Services Telephone Center.
