Abstract
LAW ENFORCEMENT AGENCIES, AND THE CORRECTIONAL SYSTEM, ARE UNDERSTAFFED, UNDERFUNDED, AND NOT SUFFICIENTLY UP TO DATE IN EQUIPMENT, ADMINISTRATIVE TECHNIQUES AND TRAINING TO HANDLE EFFICIENTLY THE JOB OF CRIME CONTROL THAT IS NEEDED. MEASURES FOR IMPROVING LOUISIANA'S CRIMINAL JUSTICE SYSTEM AND FIGHT AGAINST CRIME COVER INCREASED EFFECTIVENESS OF LAW ENFORCEMENT, COURT REFORM, RIGHTS OF THE ACCUSED, CUSTODY AND REHABILITATION, UTILIZATION OF SCIENCES AND TECHNOLOGY, AND COMBATING ORGANIZED CRIME AND DRUG ABUSE.
