A SERIES OF 100 RECOMMENDATIONS FOR CORRECTIONSL REFORM THAT STRESS THE NEED TO ESTABLISH A MUCH MORE COMMUNITYBASED CORRECTIONAL SYSTEM THAN IS NOW PRESENT IN MAINE.
Abstract
IMPLEMENTATION OF THESE RECOMMENDATIONS WOULD, IT IS HOPED, HELP TO PREVENT REPEATED NON-VIOLENT CRIMES AT THE LOCAL LEVEL, AND WOULD ADDRESS THE SOCIAL AND ECONOMIC PROBLEMS OF NON-VIOLENT OFFENDERS AND REINTEGRATE THEM SUCCESSFULLY INTO THEIR LOCAL COMMUNITIES AS SOON AS THEY COME TO THE ATTENTION OF THE POLICE, THE COURTS, AND THE PRESENT CORRECTIONAL SYSTEM. FOR THOSE WHO MUST REMAIN CONFINED, THE RECOMMENDATIONS CALL FOR THE RE-ORIENTATION OF INSTITUTIONAL AND POST-INSTITUTIONAL PROGRAMS SO THAT THEY WOULD PROVIDE THESE PERSONS WITH THE BASIC SOCIAL AND OCCUPATIONAL SKILLS NECESSARY TO MAKE THE CHOICE TO RETURN TO CRIMINAL ACTIVITY AS A WAY OF LIFE UPON RELEASE AN ILLOGICAL ONE. RECOMMENDATIONS ARE CLASSIFIED AS REQUIRING EITHER ADMINISTRATIVE OR LEGISLATIVE ACTION OR BOTH, AND ARE FOLLOWED BY A COMMENTARY.
