This video, the second part of a two-part series on "Managing Terrorism Incidents," provides instruction on a multiagency, multijurisdictional response to a terrorist WMD (weapon of mass destruction) attack.
Abstract
The instruction is based on the concept of the Incident Command System. Verbal instruction by the narrator and chart outlines of instructional material accompany the audiovisual presentation of a simulated response to a terrorist WMD attack (bombing of a train tank car containing chlorine gas under windy conditions) that dispersed toxic chlorine gas over a wide area. The training simulation was conducted in Nashville, TN. The focus of the simulation and the accompanying instructional material is on the transition from a single-command response to the incident to a unified command that encompasses multiple agencies from Federal, State, and local levels representing multiple jurisdictions. The video explains the roles and functions of the various agencies and personnel involved in the response to the attack. The response is coordinated by the Unified Command, which consists of at least one representative from each involved agency who is authorized to speak for and make commitments for his/her agency. Members of the Unified Command are responsible for developing an action plan that sets response goals and objectives and assigns responsibilities to the various agencies represented. There is only one action plan, and subsequent to its approval by the Unified Command, all agencies are required to set policies and perform functions in accordance with their assignments under the plan. The plan can only be modified by subsequent decisions of the Unified Command. The development and execution of the response plan is portrayed and explained in the video.
