Abstract
THE PROGRAM WAS INITIATED BY THE NEW YORK CITY POLICE DEPARTMENT AND THE VERA INSTITUTE OF JUSTICE IN ORDER TO TEST THE HYPOTHESIS THAT PERSONS CHARGED WITH MINOR OFFENSES WHO POSSESS VERIFIABLE ROOTS IN THE COMMUNITY CAN BE RELIED UPON TO APPEAR IN COURT VOLUNTARILY AND NEED NOT BE HELD IN CUSTODY UNTIL ARRAIGNMENT. THE PROCEDURES, RESULTS, AND COST EFFECTIVENESS ARE DISCUSSED AND ADDITIONAL BENEFITS ARE REPORTED.
