Abstract
AT PRESENT, THE FREMONT POLICE DEPARTMENT PROVIDES ONLY 25 PERCENT PREVENTIVE PATROL, A FAR CRY FROM THE RECOMMENDED OPTIMUM ALLOCATION OF 66 AND TWO-THIRDS PERCENT OR EVEN THE ABSOLUTE MINIMUM OF 40 PERCENT. THE REPORT CONCLUDES THAT 18 MORE MEN ARE NEEDED TO PROVIDE PROPER SERVICES.
