This guide is for States and local jurisdictions that are interested in using system mapping to maximize opportunities for criminal justice and healthcare integration and efficiency through the Federal Affordable Care Act (ACA).
Abstract
The steps outlined in this guide pertain to convening a group of stakeholders for a multi-day mapping session. The mapping session consists of participants collaborating to map the decision points across the entire criminal justice system - from arrest to jail, prison, parole, and beyond in order to achieve the integration of healthcare enrollment or assessment in existing criminal justice processes. In addition, the mapping session will identify existing activities and opportunities for improved or new activities associated with health coverage enrollment, service referral, and other integration. This mapping process is a launching point for improving system efficiency and effectiveness related to the incorporation of ACA into criminal justice processing. The steps described are the convening of an organizing committee that will coordinate the mapping process; the identification of stakeholders to involve in the mapping; interviewing stakeholders; mapping the criminal justice system decision points; the identification of opportunities to enhance eligibility or ACA enrollment activities; agreement on the implementation of any new eligibility or enrollment efforts; and the creation of an action plan for implementing the opportunities and enhancements that participants have prioritized. 5 figures, appended sample map for ACA eligibility/enrollment priorities, and an 11-item bibliography
