THE COMMISSION REVIEWED THE YOUNG OFFENDER PROBLEM IN MARYLAND AND MADE RECOMMENDATIONS ON ADMINISTRATION, PROGRAMS, AND FACILITIES FOR YOUNG OFFENDERS.
Abstract
THE COMMISSION WAS APPROVED BY THE GOVERNOR IN APRIL 1971 TO REVIEW EXISTING SENTENCING ALTERNATIVES AND TREATMENT PROGRAMS, DEFINE THE PROBLEM, PROPOSE EXECUTIVE AND LEGISLATIVE GUIDELINES, AND MAKE APPROPRIATE RECOMMENDATIONS. TESTIMONY WAS RECEIVED FROM EXPERTS IN THE CRIMINAL JUSTICE FIELD AND ACADEMIC PROFESSION, AND EX-OFFENDERS. INFORMATION WAS COLLECTED FROM INSTITUTION VISITS, STATISTICAL REPORTS, CURRENT LITERATURE, STATUTES AND PRETRIAL REPORTS. ANALYSIS OF THE DATA REVEALED A WIDE VARIETY OF OPINIONS ON HOW TO HANDLE YOUNG OFFENDERS. RECOMMENDATIONS WERE MADE IN THE AREAS OF PRETRIAL DIVERSIONARY PROGRAMS, IMPLEMENTATION OF RECOMMENDATIONS OF THE COMMUNITY CORRECTIONS COMMITTEE (FOUND IN APPENDIX OF COMMISSION REPORT), USE OF PRIVATE OR PUBLIC COMMUNITY-BASED RESOURCES, VOCATIONAL TRAINING AND JOB PLACEMENT, REDUCTION OF EMPLOYMENT BARRIERS AND HIRING/LICENSING RESTRICTIONS, USE OF YOUTH COURTS AND JUDGE TRAINING, EXPANSION OF SOCIAL SERVICES AS AN AID IN DEVELOPMENT OF PRE-PAROLE REPORTS AND COMMUNITY PLACEMENT SERVICES, AND CLASSIFICATION AND EVALUATIVE DIAGNOSTIC CAPABILITIES WITHIN THE DIVISION OF CORRECTIONS. 25 REFERENCES
