This 1999 Annual Report of the Maryland State Police (MSP) describes the services the State Police performed for the citizens of Maryland during the year, including examples of some of the accomplishments of the barracks, installations and divisions, and statistical data on traffic fatalities and arrests for driving while intoxicated.
Abstract
The community-oriented policing approach has been successfully incorporated by the MSP over the past few years. The MSP intervenes in child abuse and neglect cases, has pioneered a State Police Activities League for at-risk youth, and has trained school personnel in school security measures. Rumors and threats of violence at schools are examined, and proactive measures to avert school disruptions are undertaken. Camp COPS, a cooperative effort of the MSP and several Southern Maryland government agencies, encourages friendly interaction between law enforcement personnel and middle-school-age children. High school students interested in law enforcement careers are exposed to police procedures and criminal law through a summer Junior Police Academy and Law Enforcement Explorer Posts. Regional Family Violence Units provide assistance to victims of domestic violence in areas of the State served primarily by the MSP. Barrack Advisory Councils have become public forums for community residents to voice their concerns regarding local problems and concerns. Computer technology has facilitated the development of a DNA database system for sexual offense cases. For the fourth consecutive year, traffic-related fatalities in Maryland declined. Strict speed-limit, seat-belt, and driving-while-intoxicated enforcement, along with an internationally acclaimed helicopter Med-Evac system have contributed to the reduction in fatalities.
