Abstract
BACKGROUND FIGURES ARE PRESENTED EXPLAINING THE NUMBER OF OFFENDERS AFFECTED BY THE TWO-THIRDS LAW, THE NUMBER OF ADDITIONAL OFFENDERS ELIGIBLE FOR PAROLE IF THE PAROLE ELIGIBILITY WERE CHANGED FROM TWO-THIRDS TO ONE THIRD OF THE MINIMUM SENTENCE, THE RESULTS OF THE ONE THIRD EARLY CONSIDERATION PROCESS, AND THE EFFECT OF THE LEGAL CHANGE WHEN A SIMPLE MAJORITY OF THE PAROLE BOARD CAN RELEASE A MAN BEFORE HIS TWO-THIRDS DATE. THREE ISSUES THAT HAVE ARISEN IN PAST DEBATE ABOUT THE TWO THIRDS LAW ARE DISCUSSED.
