PROGRAM DESCRIPTION AND ASSESSMENT OF A MASSACHUSETTS PROJECT TO DIVERT OFFENDERS WHO WERE LIKELY TO BE SENTENCED TO STATE PRISON AND TO OFFER THEM ASSESSMENT, DETOXIFICATION, AND CAREER DEVELOPMENT SERVICES.
Abstract
THE NEED FOR AN ADEQUATE PROGRAM TO PROVIDE A COHERENT SENTENCING RESPONSE TO THE DRUG-ABUSIVE OFFENDER IS OUTLINED. PROGRAM AND STAFF DEVELOPMENT PROCEDURES, SUCH AS THE SEARCH FOR AN APPROPRIATE TREATMENT FACILITY AND OBJECTIVES FOR STAFF DEVELOPMENT ARE DESCRIBED. PROGRAM IMPLEMENTATION IS DISCUSSED, INCLUDING CLIENT INTAKE THROUGH COURT OR PAROLE REFERRALS, CLIENT SCREENING, CLIENT-PROGRAM AGREEMENTS FOR 'CONTRACTS', DETOXIFICATION AND EVALUATION STEPS, CAREER DEVELOPMENT COUNSELING, AND DRUG TREATMENT CONTACTS AND REFERRALS. THE PROGRAM EVALUATION INCLUDES A SERVICE DELIVERY CHART AND A BRIEF DESCRIPTION OF EACH SERVICE, LENGTH OF PARTICIPATION OF PROGRAM CLIENTS, A CLIENT-BY-CLIENT DESCRIPTION OF OUTCOMES, AND A SUMMARY OF GENERAL PROGRAM OUTCOMES INDICATING RELATIVE PROGRAM SUCCESS. APPENDED MATERIALS INCLUDE JOB DESCRIPTIONS, A STAFF DEVELOPMENT PROGRAM DESIGN AND FORMAT, SAMPLE LETTERS TO JUDGES, TYPES OF INTERVENTION, SCREENING PROFILES TO INDICATE INMATES WHO SHOW SIGNS OF DRUG ABUSE, FORMS USED FOR SCREENING AND OTHER ACTIVITIES, INITIAL AND REVISED AGREEMENTS OF RIGHTS AND RESPONSIBILITIES, AND LETTERS FROM PERSONS IN THE CRIMINAL JUSTICE SYSTEM CONCERNING THE DRUG EVALUATION AND REFERRAL PROGRAM.
