This article discusses the importance of increasing the availability of hands-on, practical-application training to aid law enforcement officers in dealing with volatile situations such as hostage negotiations, domestic disturbances, and dispute mediation.
Abstract
Practical application exercises are important to skill development because they offer the opportunity for students to learn in a safe, structured environment and receive the benefit of constructive critiques on their performance. In order to maximize the benefit of these exercises, it is suggested by this article that learning objectives be established, identifying specific goals to be achieved. Also, back up and support must be provided, in the same form of cooperative efforts as are provided in the field. Solvable problems should be addressed, to encourage rather than discourage officers who are in "no win" situations. The best training scenarios are based on real incidents that have occurred, and the actors should be dressed accurately, such as victims and suspects not being in police uniform. Specific guidelines and plot synopses should be provided, with a context of personalities, circumstances, and physical conditions involved. Additionally, safety factors to avoid injuries and liability need to be considered in devising hands-on training. It is recommended that documentation of the training be done, by means of taking notes or videotaping during the training, to answer questions by students, provide feedback from instructors, and provide an accurate record of what occurred. Practical scenario situational training is the only way students can apply theoretical training to real life situations, and will provide knowledge of what works in the field.
