SURVEY OF THE ADEQUACY OF 70 PUBLIC DEFENDER PROGRAMS, FOCUSING ON THEIR INSTITUTIONAL RESOURCES, OPERATIONAL PROCEDURES, AND STATISTICAL OUTPUT.
Abstract
THE PRIMARY SOURCES OF DATA FOR THIS SURVEY WERE RESPONSES TO QUESTIONNAIRES FROM 70 PUBLIC DEFENDER PROGRAM OPERATING IN CITIES WITH POPULATIONS OF 50,000 OR MORE. FOLLOWING ANALYSES OF THE ABOVE MENTIONNED AREAS OF CONSIDERATION, THE AUTHOR CONCLUDES THAT THE NATION'S PUBLIC DEFENDER PROGRAMS ARE FALLING SHORT OF THE 1973 GUIDELINES SET BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS. HE ALSO CONCLUDES THAT EVEN GREATER STRAINS WILL BE PLACED ON THE PUBLIC DEFENDER SYSTEM.
