REPORT DESIGNED AS A CITIZEN'S GUIDE TO THE BASIC FACTS AND CRITICAL ISSUES OF METHADONE MAINTENANCE IN THE CITY.
Abstract
THIS REPORT DESCRIBES THE HISTORICAL DEVELOPMENT OF METHADONE MAINTENANCE TREATMENT AND THE STRUCTURE AND FUNCTION OF THE CITY'S METHADONE MAINTENANCE PROGRAMS, EXAMINES THE IMPACT OF THE PROGRAMS AS VIEWED BY PRACTITIONERS, PATIENTS AND THE COMMUNITY, AND DEFINES AND ANALYZES SOME OF THE COMPLEX AND DIFFICULT ISSUES THAT CONFRONT THE MAKERS OF METHADONE POLICY. IN PREPARING THIS REPORT, MEMBERS AND STAFF OF THE COMMITTEE ON YOUTH AND CORRECTION MADE OBSERVATION VISITS TO INDIVIDUAL FACILITIES OF FOUR MAJOR PUBLICLY-SPONSORED PROGRAMS AND TO ONE PRIVATELY OPERATED CLINIC; INTERVIEWED ADMINISTRATIVE AND CLINICAL PERSONNEL OF THE PROGRAMS AND PUBLIC OFFICIALS RESPONSIBLE FOR REGULATION AND FUNDING; INFORMALLY INQUIRED INTO PATIENT AND COMMUNITY ATTITUDES. REVIEWED THE MEDICAL LITERATURE ON METHADONE MAINTENANCE TREATMENT AND STUDIED THE DATA SUPPLIED BY THE PROGRAMS. THE FIVE METHADONE MAINTENANCE PROGRAMS OBSERVED WERE THE MORRIS J. BERNSTEIN INSTITUTE, THE NEW YORK CITY HEALTH SERVICES ADMINISTRATION, THE ADDICTION RESEARCH AND TREATMENT CORPORATION, THE NEW YORK STATE DRUG ABUSE CONTROL COMMISSION, AND THE ARNOLDO MORA PROFESSIONAL CORPORATION.
