GUIDELINES FOR LOCAL COMPREHENSIVE LAW ENFORCEMENT PLANNING, AND ADMINISTRATION OF JUSTICE, AND THE NATIONAL ADVISORY COMMISSION ON CIVIL DISORDERS. ALSO INCLUDED IS THE BUREAU OF THE BUDGET CIRCULAR DEALING WITH PRINCIPLES FOR DETERMINING COSTS APPLICABLE TO GRANTS AND CONTRACTS WITH STATE AND LOCAL GOVERNMENTS.
