THE AUTHOR CONTENDS THAT THE DECISION IS INTERNALLY INCONSISTENT AND HAS HAD LITTLE PRACTICAL EFFECT ON POLICE PRACTICES OTHER THAN TO REQUIRE OFFICERS TO GO THROUGH THE RITUAL OF READING THE WARNING.
