Representing the Missouri Division of Youth Services second 5-year plan (1982-86), this report includes a summary of the original plan written in 1976 and a review of the division's progress during its first 5 years (1976-80), an analysis of some of the major issues and constraints facing the division in the future, and the 1982-86 goals for the division.
Abstract
The 5-year plans outline the structural, legislative, program, and facility changes necessary for improvement of services to children committed to the division. Goals identified in the first plan focused on three major activities: regionalization of services, compliance with specific mandates of Missouri Statute 219, and deinstitutionalization of status offenders committed to the division. This plan accelerated the agency's movement from a traditional custody-oriented training school system to a division offering a wide range of community-based services. The division still faces major problems in modifying youths' environment and is currently emphasizing special programs to aid the reintegration of youths returning to their communities. Closer working relationships with other agencies and community organizations is suggested. The 1982-86 plan goals involve continued emphasis on regionalization, as well as improvement of educational programs, development and coordination of comprehensive juvenile delinquency programs, strengthening of the State's juvenile justice system, and reintegration. An organizational chart, a program listing, and a map of division programs are appended. Tabular data are also supplied.
