THIS STUDY VALIDATES THE USE OF THE DELPHIC TECHNIQUE TO ESTABLISH MEASURES OF EFFECTIVENESS FOR SUPPORT-TYPE FUNCTIONS. PROCEDURES ARE GIVEN FOR ESTABLISHNG EFFECTIVENESS EVALUATION IN SECURITY ORGANIZATIONS.
Abstract
IN MANY GOVERNMENT ACTIVITIES, INDICATORS THAT MIGHT BE USED TO JUDGE PROGRAM EFFECTIVENESS ARE DIFFICULT TO QUANTIFY. FOR EXAMPLE, IT IS DIFFICULT TO QUANTIFY THE OUTPUT OF A NAVAL AIR STATION SECURITY DEPARTMENT SINCE ITS OBJECTIVE IS TO PREVENT VIOLATIONS OF BASE SECURITY. IN THIS WAY, THE DEPARTMENT ACTS AS A SUPPORT SERVICE FOR THE BASE. MEASURING THE EFFECTIVENESS OF SUCH SECURITY SERVICES MUST GO BEYOND MERE TALLYING OF DISCOVERED SECURITY VIOLATIONS TO ADDRESS SUCH COMPLEX QUESTIONS AS HOW MANY SECURITY VIOLATIONS HAVE REMAINED UNDETECTED BY SECURITY. QUANTITATIVE MEASURES OF DETERMINING SECURITY PROGRAM EFFECTIVENESS CAN BE DEVELOPED BY REACHING A CONSENSUS OF EXPERT OPINION, THROUGH THE DELPHIC TECHNIQUE, ON WHAT ARE THE MOST IMPORTANT OBJECTIVES OF A SECURITY PROGRAM. ONCE THESE OBJECTIVES HAVE BEEN ARRANGED BY PRIORITY IT BECOMES POSSIBLE TO MORE OBJECTIVELY DETERMINE PROGRAM EFFECTIVENESS. IN THIS STUDY, SIX SPECIFIC OBJECTIVES WERE ESTABLISHED INCLUDING THE DETECTION OF 98 PERCENT OF UNAUTHORIZED PERSONS AT ENTRY GATES, 61 PERCENT OF UNAUTHORIZED PERSONS AT OTHER THAN ENTRY GATES, AND THE ESTABLISHMENT OF A MAXIMUM REACTION TIME OF 4.6 MINUTES. BY USING SUCH AN EVALUATION TECHNIQUE IT IS POSSIBLE TO ALLOCATE RESOURCES IN SUCH A MANNER AS TO MAXIMIZE SECURITY AT THE LOWEST POSSIBLE COST. IT IS APPARENT THAT SUCH A MODEL CAN ALSO BE APPLIED TO MEASURING EFFECTIVENESS OF ADMINISTRATION, LEGAL, HUMAN RESOURCES, AND OTHER SUPPORT TYPE FUNCTIONS. THE QUESTIONNAIRES AND OBTAINED RESULTS USED TO ESTABLISH AND WEIGH QUANTITATIVE GOALS FOR THIS SECURITY PROGRAM ARE APPENDED. GRAPHS AND REFERENCES ARE PROVIDED. (KCP)
