Abstract
THESE MODEL RULES IDENTIFY THE PURPOSES FOR WHICH RECORDS AND RECORD INFORMATION MAY BE RELEASED. THEIR MAJOR FEATURE IS THE LIMITATION ON DISSEMINATION OF ARREST AND CONVICTION RECORD INFORMATION TO PROSPECTIVE EMPLOYERS. THE RULES APPEAR FIRST WITHOUT COMMENTARY AND ARE THEN REPRODUCED IN A COMMENTARY SECTION WHERE THEIR RATIONALE AND THE LAW IN SUPPORT OF THEM ARE DESCRIBED. RELEVANT UNITED STATES SUPREME COURT AND LOWER APPELLATE COURT DECISIONS ARE CITED FOR EACH MODEL RULE.
