This article presents the objectives, organizational structure, and achievement time line for the newly established National Commission on Law Enforcement Integrity.
Abstract
During the last 18 months, dozens of the most capable and qualified law enforcement leaders in the Nation have come together to form the National Commission on Law Enforcement Integrity (NCLEI). The NCLEI's mission is to orchestrate a nationwide, coordinated movement that will enhance the integrity of law enforcement agencies throughout America. The commission is being developed as a nonprofit, tax-exempt, incorporated organization comprised of qualified academics, executives, and administrators, all of whom volunteer their time. By December 2001, when the subcommittees are filled, there will be approximately 200 members. Commission activities will be funded through private and corporate donations, so its work will remain independent of government, political, or private restraints, regulations, and influence. The four main committees are the curriculum development committee, the administration-oriented curriculum development committee, the implementation committee, and the administrative committee. After the selection of commission members, the objectives of the commission are to develop standard operating procedures and member responsibilities; acquire sufficient resources for the first 2 years of operation; ensure that all members are knowledgeable about the state-of-the-art and likely future developments in preventing police misconduct; establishment of an effective national plan for enhancing law enforcement integrity; and acquisition of the initial "buy in" and support of the law enforcement profession.
