This report presents information on the achievements and accomplishments of the National Prosecuting Authority of South Africa for 2002-2003.
Abstract
Highlights of the 2002-2003 report include: (1) the institution of a vigorous 6-month training program under the supervision of tutors to provide "in-court" training to aspirant prosecutors; (2) District Courts improved the average conviction rate of 82 percent in 2001 by maintaining an average conviction rate of 83 percent in 2002 with an already noticeable improvement in 2003; (3) during the reporting period, the Asset Forfeiture Unit roughly doubled the number of new cases, as well as the value of assets involved; (4) under Project Guanxi, focusing on activities of East Asian criminal groupings, a total of 196 suspects and 85 related entities have been identified; (5) since the establishment of the Specialized Commercial Crimes Unit in Pretoria, there has been an increase in the conviction rate from 86.6 percent to 96.2 percent; (6) establishment of a number of sexual offenses courts has bolstered the fight against the pervasive culture of sexual abuse; (7) the National Prosecuting Authority (NPA) facilitating with relevant role players the introduction and standardization of diversion programs for young offenders; (8) the adoption of a new operating model under the Witness Protection Unit; (9) the development of a Performance Budgeting System; and (10) the pilot internship program, promoting a learning environment by offering opportunities to students and graduates to gain practical skills and knowledge. This annual report of the NPA of South Africa for the year ended in March 2003 provides an overview of the accomplishments and achievements from the offices of National Prosecution Service, Asset Forfeiture Unit, Directorate of Special Operations, Specialized Commercial Crimes Unit, Sexual Offenses and Community Affairs, Witness Protection Unit, and Corporate Services.
