These proceedings of the Second National Workshop on Correction and Parole Administration focus primarily on the Mutual Agreement Program (MAP), which involves inmates and probationers helping plan and committing themselves to the achievement of rehabilitation objectives that guarantees a parole date.
Abstract
The description of the Wisconsin MAP program, whose success is attributed to careful planning, is followed by a review of all programs that the Department of Labor has found effective in reducing recidivism, particularly those that involve offenders in employment in the community. In another presentation, conflicts of interest are noted in the efforts of police, courts, prisons, and community residential centers for parolees to introduce some of their concerns and responsibilities into the decisionmaking of parole boards. An essay argues that many of the myths of the medical model of rehabilitation are a result of failing to appreciate that offenders act according to certain rational economic principles. MAP is suggested as a realistic approach to influencing offender behavior positively. The justice model, which emphasizes the fair and humane treatment of offenders, is suggested as the model for corrections reform in another presentation, and MAP is also viewed as a means of bringing correctional goals within realistic and measurable parameters, giving inmates more responsibility, and specifying measures of correctional accountability. The proposed use of MAP in the probation program of New York State is also discussed, and the appendix discusses Michigan's first year experience with MAP and the financial resources of released offenders.
