UNCERTAINTY OVER THE PUBLIC OR PRIVATE NATURE OF SUCH FEATURES OF MODERN URBAN DEVELOPMENT AS SHOPPING PRECINCTS, HIGH RISE APARTMENTS, AND INDUSTRIAL ESTATES, HAVE RAISED JURISDICTION PROBLEMS BETWEEN THE POLICE AND SECURITY GUARDS.
