Bail support packages are examined.
Abstract
This paper describes in detail the actual content and delivery of bail support packages. An assessment-led approach is advocated so that the need for support services within a local area is determined. This would result in the development of a provision where the role and purpose are clearly identified and a service is targeted towards a particular group of defendants. Additionally, the individual needs of each defendant could be assessed and resources deployed accordingly. The coordination of services between local bail support facilities and other organizations is examined. A list of examples of elements of local bail support provisions is provided. These elements include, inter alia, monitoring the defendant by appropriate contacts, providing employment and training services, facilitating contacts between the defendant and the defendant's family, providing debt, drug, alcohol, and substance abuse counseling to the defendant, and providing appropriate accommodations for defendants. Anecdotal case studies concerning individual bail support packages are provided to illustrate the various elements to be considered. Elements of the delivery of a successful bail support provision are summarized.
