SPEECH WHICH DISCUSSES THE NEED FOR GENERAL JUVENILE JUSTICE REFORM IN IOWA, ESPECIALLY IN THE AREA OF COURT ADMINISTRATION AND PROCEDURES.
Abstract
THE AUTHOR CONTENDS THAT ONE OF THE GREATEST PROBLEMS OF JUVENILE JUSTICE IS THAT OF MALADMINISTRATION - LACK OF DEFINITION OF PROFESSIONAL ROLES AND RESPONSIBILITIES AND ATTENTION TO PROCEDURAL CONCERNS INSTEAD OF TO THE INDIVIDUAL NEEDS OF THE CHILD. HE SUGGESTS A DEEMPHASIS ON INSTITUTIONALIZATION IN FAVOR OF GREATER USE OF DIVERSIONARY OPTIONS AT EVERY PHASE OF INTAKE. KENTUCKY'S EXPERIENCE WITH JUVENILE CODE REVISION IS CITED TO SUPPORT THE VIEW THAT INSTITUTIONALIZATION SHOULD BE USED ONLY AS A LAST RESORT IN THE TREATMENT OF CHILDREN. ALSO ARGUED AGAINST IS THE PRACTICE OF TRANSFERRING JURISDICTION OF JUVENILE CASES TO THE CRIMINAL COURT.
