              This training manual provides an outline of a training program designed to give members of the neighborhood watch program in Charlotte County (Fla.)  an understanding of their responsibilities, the techniques used in the neighborhood watch program, and the structure and operations of the county sheriff's office organization.
          Abstract
              Each section lists the topic, instructor, time, instructional goals and objectives, and resources used and provides a detailed outline of the instructional content.  Individual sections explain the roles of each major staff member and department of the sheriff's department, the qualifications and responsibilities of neighborhood watch members, procedures for reporting a possible crime, and techniques for patrolling a neighborhood. Other sections explain the use of patrol dogs, the techniques involved in effective public relations, responsibilities before and during court appearances and testimony, civil and criminal liability of neighborhood watch members, and techniques for report writing.
