Abstract
A BRIEF INTRODUCTION TO THE 21 SPECIFIC STANDARDS THAT DEAL WITH PHYSICAL SECURITY OF PRISONERS, MAIL, AND DUE PROCESS IN DISCIPLINARY PROCEEDINGS WAS PREPARED BY THE AMERICAN BAR ASSOCIATION (ABA). THE ABA ENDORSES THESE STANDARDS WITH TWO EXCEPTIONS DEALING WITH REQUIREMENTS FOR HEARINGS IN THE EVENT OF EXTRA-JURISDICTIONAL TRANSFERS AND SOLITARY CONFINEMENT. THIS SET OF STANDARDS IS PARTICULARLY SIGNIFICANT, ACCORDING TO THE ABA, FOR THREE REASONS. FIRST, THEY DEAL WITH THAT FORM OF INCARCERATION GENERALLY ACKNOWLEDGED TO BE THE WORST. SECOND, THEY WERE WRITTEN BY AN ORGANIZATION WHICH REPRESENTS APPROXIMATELY 95 PERCENT OF THE NATION'S SHERIFFS. THIRD, THEY ARE IMPORTANT FOR THEIR CONTENT IN THAT THEY EMBODY MOST OF THE LATEST DEVELOPMENTS IN CORRECTIONAL LAW.
