NEW HAMPSHIRE'S STANDARDS AND GOALS (AS OF SEPTEMBER 1976 FOR COMMUNITY CRIME PREVENTION, CORRECTIONS, INFORMATION SYSTEMS AND RESEARCH, JUVENILE JUSTICE, AND POLICE ARE SET FORTH.
Abstract
EACH SECTION INCLUDES A STATEMENT OF GOALS AND RELATED STANDARDS PLUS A LISTING OF TOP-PRIORITY STANDARDS. IN COMMUNITY CRIME PREVENTION, PRIORITY IS ACCORDED THE ESTABLISHMENT OF COMMUNITY CRIME PREVENTION UNITS AND A STATE CRIME PREVENTION AGENCY, AND EXPLORATION OF WAYS TO ASSURE THAT PRIVATE INDIVIDUALS AND BUSINESSES INSTALL SECURITY SYSTEMS. CORRECTIONS PRIORITIES ARE THE PROVISION OF MENTAL HEALTH SERVICES TO OFFENDERS, PROVISION OF FACILITIES FOR FEMALE OFFENDERS, RENOVATION OF THE STATE PRISON, INCREASED STAFFING FOR THE PROBATION AND PAROLE DEPARTMENTS, DEVELOPMENT OF STANDARDS FOR THE TREATMENT OF PRETRIAL DETAINEES, AND CREATION OF A SINGLE STATE CORRECTIONAL AGENCY. INFORMATION SYSTEM PRIORITIES INCLUDE DEVELOPMENT OF A SEMIAUTOMATED CRIMINAL HISTORY RECORD SYSTEM FOR THE STATE POLICE, USE OF UNIFORM REPOSITORY FORMS AND PROCEDURES IN THAT SYSTEM, AND ESTABLISHMENT OF A STATE RESEARCH AND EVALUATION UNIT. JUVENILE JUSTICE PRIORITIES PERTAIN TO ESTABLISHMENT OF A STATE DEPARTMENT OF YOUTH SERVICES, COORDINATION OF LOCAL SERVICE UNITS, ASSESSMENT OF LOCAL NEEDS FOR POLICE JUVENILE UNITS, AND SPECIAL ASSISTANCE BY SCHOOLS TO YOUTHS WHO ARE CONTEMPLATING DROPPING OUT. POLICE PRIORITIES ARE TO COORDINATE (BOTH AMONG AGENCIES AND AMONG LEVELS OF GOVERNMENT) EFFORTS TO ACHIEVE CRIME REDUCTION GOALS, TO ESTABLISH A POLICE TRAINING ACADEMY, TO REQUIRE ALL OFFICERS TO ATTEND THE ACADEMY, TO DEVELOP AND USE A UNIFORM CRIME REPORT, AND TO USE THE STATE POLICE INFORMATION SYSTEM AS A CENTRAL REPOSITORY.
