THIS GUIDE IS INTENDED TO INSURE THAT INTERNAL DISCIPLINE COMPLAINT INVESTIGATIONS ABOUT NEW JERSEY STATE POLICE ARE HANDLED IN A COMPREHENSIVE AND PROFICIENT MANNER; MINIMUM STANDARDS FOR INVESTIGATIONS ARE SPECIFIED.
Abstract
INTERNAL INVESTIGATIONS ARE SUCESSFUL IF COMPLAINANTS AND WITNESSES HAVE BEEN INTELLIGENTLY INTERVIEWED, POLICE DIVISION MEMBERS HAVE BEEN QUESTIONED IN THE PROPER CONTEXT, ALL PHYSICAL EVIDENCE HAS BEEN COMPETENTLY HANDLED, ALL LEADS HAVE BEEN FULLY EXPLORED, AND CASES HAVE BEEN ACCURATELY AND CLEARLY REPORTED. THE INVESTIGATIVE PROCESS IS DESCRIBED IN DETAIL AS IT PERTAINS TO COMPLAINANTS, INFORMATION, WITNESSES, GATHERING OF REPORTS, PHYSICAL EVIDENCE, NONCOMMISSIONED OFFICERS AND TROOPERS AS WITNESSES, NONCOMMISSIONED OFFICERS AS PRINCIPALS, TROOPERS AS PRINCIPALS, AND COMMISSIONED OFFICERS AS PRINCIPALS AND/OR WITNESSES. PROCEDURES ARE ALSO INCLUDED FOR LEGAL SANCTIONS, INTERNAL INVESTIGATION REPORTS, ALLEGATIONS AND CONCLUSIONS, ATTACHMENTS TO INVESTIGATION REPORTS, REPORT FLOW, COVER LETTERS, DISCIPLINARY ALTERNATIVES, SUPPLEMENTAL AND FINAL REPORTS, REQUESTS FOR LEGAL REPRESENTATION, INTERNAL INVESTIGATION ABSTRACTS, AND THE CLASSIFICATION OF DISCIPLINE COMPLAINTS.
