REPORTED ARE BASE LINE DATA ON LOCAL JAIL AND DETENTION FACILITIES NEEDED TO ESTABLISH FUNDING PRIORITIES FOR CONSTRUCTION AND RENOVATION, PLUS RECOMMENDATIONS FOR LONG RANGE PLANNING.
Abstract
FURVEY INFORMATION ON FACILITY LOCATION, STAFFING AND STAFF TRAINING, CONDITION, INMATE POPULATION, CAPACITY, FUNCTIONAL DESIGN, AND ADEQUACY IS PRESENTED. BASED ON THESE FINDINGS, FACILITIES ARE CLASSIFIED AND RANKED. RECOMMENDATIONS ARE MADE REGARDING ALTERNATIVES TO INCARCERATION AND TECHNIQUES FOR LEGALLY RELEASING PEOPLE, THE HANDLING OF ALCOHOL AND DRUG OFFENDERS, THE PRINTING AND DISTRIBUTION OF THE JAIL LAW, COMPREHENSIVE JAIL STANDARDS, IMPLEMENTATION OF A MERIT SYSTEM OF EMPLOYMENT, PROVIDING TRAINING IN JAIL OPERATIONS AND MANAGEMENT, REGIONALIZATION, AND CENTRALIZATION OF CONTROL UNDER A DEPARTMENT OF CORRECTIONS 'BUREAU OF JAILS.'
