Abstract
DURING THE YEAR, THE COUNCIL STUDIED THE COSTS OF WRITTEN VS AUDIO TRIAL TRANSCRIPTS, LEARNING DISABILITIES, THE MAGISTRATE COURT SYSTEM, COURT USE OF MICROFILM, AND THE DEATH PENALTY. AS A RESULT OF THESE AND OTHER COURT MODERNIZATION EFFORTS, THE COUNCIL RECOMMENDS THE ADOPTION OF MICROFILM SYSTEMS FOR DISTRICT COURT RECORDS, CHANGES IN STATUTES INVOLVING THE JUDICIAL STANDARDS COMMISSION, EMPANELING MAGISTRATE COURT JURIES, FURNISHING LEGAL COUNSEL FOR MAGISTRATES, AND INCREASED AID TO CHILDREN WITH LEARNING DISABILITIES.
