Abstract
THE ADOPTED STANDARDS GOVERN TRIAL JUDGE DISCRETION, OFFENDER RIGHTS AT SENTENCING AND DURING INCARCERATION, AND RESTORATION OF RIGHTS TO EX-OFFENDERS. THE ILLINOIS EXPERIENCE, BEING THE FIRST INSTANCE OF COMPLETE ADOPTION OF THESE PROPOSED STANDARDS, WILL FACILITATE ANALYSIS OF THE STANDARDS UNDER ACTUAL OPERATING CONDITIONS.
