Abstract
RESULTS FAVOR A REGULAR, FORMAL, AND FREQUENT REPORTING SYSTEM, FREE OF BIAS, TO BE USED FOR COUNSELING THE RATEE, CONSIDERING HIS NEXT ASSIGNMENT, AND SELECTING HIM FOR PROMOTION IN CONJUNCTION WITH PROMOTION EXAMINATIONS. THE SURVEY REFLECTS SIGNIFICANT DISCONTENT WITH THE DEPARTMENTS PRESENT FITNESS REPORT AND PROMOTION SYSTEMS.
