A PROGRESS REPORT OF THE COUNCIL'S FIRST-YEAR OPERATIONS IN THE AREAS OF THE PERSONNEL SELECTION PROCESS, THE TRAINING PROCESS, THE RENUMERATION PROCESS FOR OFFICERS, AND THE CAREER DEVELOPMENT PROCESS.
Abstract
IT IS STATED THAT DURING 1973 THE COUNCIL WAS ABLE TO ACCOMPLISH ITS PRIMARY GOAL FOR FIRST-YEAR OPERATIONS, WHICH WAS TO INITIATE SUCCESSFULLY THE 'STANDARDS CONCEPT' FOR CRIMINAL JUSTICE IN NORTH CAROLINA. THE COUNCIL IS COMPOSED OF REPRESENTATIVES OF SHERIFF'S DEPARTMENTS, MUNICIPAL POLICE DEPARTMENTS, AND STATE DEPARTMENTS, WITH EX OFFICIO MEMBERS AND THREE GOVERNOR'S APPOINTEES. THE COUNCIL, PRIMARILY THROUGHT ITS STAFF RESOURCES, CONDUCTED RESEARCH INTO THE NEEDS OF THE SYSTEM AND THE FEASIBILITY OF REGULATORY PROVISIONS DESIGNED TO ANSWER THOSE NEEDS. THIS REPORT PROVIDES DESCRIPTIONS OF COUNCIL EFFORTS MADE IN SOLVING THE FOLLOWING PROBLEMS: ADOPTION OF MINIMUM STANDARDS FOR EMPLOYMENT OF LAW ENFORCEMENT OFFICERS; A STANDARDIZED BASIC TRAINING REQUIREMENT FOR LAW ENFORCEMENT OFFICERS; MINIMUM STANDARDS FOR CRIMINAL JUSTICE TEACHERS, INSTRUCTORS, AND PROFESSORS; PROVISION OF A MORE EQUITABLE INCOME FOR OFFICERS AND THEIR FAMILIES; MINIMUM STANDARDS FOR EMPLOYMENT AND TRAINING OF CORRECTIONAL OFFICERS; A CERTIFICATION PROGRAM FOR LAW ENFORCEMENT OFFICERS; AN ACCREDITATION PROGRAM FOR INSTITUTIONS OFFERING BASIC TRAINING PROGRAMS FOR LAW ENFORCEMENT AND CORRECTIONAL OFFICERS; AND DEVELOPMENT OF RESEARCH CAPABILITY IN THE FIELD OF CRIMINAL JUSTICE MANAGEMENT.
