NORTH CAROLINA'S STATEWIDE CHILD ABUSE AND NEGLECT PUBLIC AWARENESS CAMPAIGN (SCANPAC) IS DESCRIBED IN TERMS OF PLANNING AND IMPLEMENTATION.
Abstract
NORTH CAROLINA'S IMPETUS TO CONDUCT A CHILD ABUSE AND NEGLECT PUBLIC AWARENESS CAMPAIGN CAME WHEN IT WAS CHOSEN AS ONE OF THE 20 SITES TO DEMONSTRATE THE MEDIA MATERIALS DEVELOPED FOR THE NATIONAL CENTER ON CHILD ABUSE AND NEGLECT, A GROUP OF 24 PERSONS FROM VARIOUS PUBLIC AND PRIVATE HUMAN SERVICES AGENCIES AND ORGANIZATIONS THROUGHOUT THE STATE WERE ASKED TO PLAN AND ORGANIZE THE CAMPAIGN. THE GROUP BECAME KNOWN AS THE STATEWIDE CHILD ABUSE AND NEGLECT PUBLIC AWARENESS CAMPAIGN (SCANPAC). CAMPAIGN STRATEGIES WERE DEVELOPED THAT INCLUDED SETTING TARGET POPULATIONS, TARGET GOALS, OBJECTIVES, EVALUATION METHODS, AND THE SECURING OF FUNDING. FOUR REGIONAL COMMITTEES WERE FORMED TO ASSIST IN IDENTIFYING CONTACT PERSONS IN EACH COUNTY AND IN FORMING AND COORDINATING COUNTY COMMITTEES. THE OVERALL GOAL OF SCANPAC WAS TO HEIGHTEN PUBLIC AWARENESS ABOUT THE PROBLEMS OF CHILD ABUSE AND NEGLECT. AN OUTLINE OF THE RESPONSIBILITIES OF THE VARIOUS PARTS OF THE SCANPAC STRUCTURE IS PRESENTED. THE STRUCTURE PERMITS THE BREAKDOWN OF CERTAIN ASPECTS OF THE CAMPAIGN SO AS TO CREATE A TWO-WAY FLOW OF COMMUNICATION INVOLVING A VARIETY OF PEOPLE INVOLVED IN THE CAMPAIGN. THE FIRST PHASE OF THE CAMPAIGN, A GENERAL BROAD EFFORT TO PRODUCE AUDIENCE AWARENESS, WAS CONDUCTED IN 1977. THE SECOND PHASE INVOLVES TARGETING SPECIAL PROFESSIONAL AND POLITICAL GROUPS. A THIRD PHASE MIGHT BE THE DEVELOPMENT OF PROGRAMS THAT WOULD CONTRIBUTE TO THE PREVENTION OF CHILD ABUSE AND NEGLECT, SUCH AS PARENT EDUCATION COURSES. (RCB)
