INITIATION OF A NEW DETENTION FACILITY OFFERS THE CHANCE, WHICH WILL BE LOST WITHOUT CAREFUL PREPARATION, TO ALTER TRADITIONAL CUSTOMS, PETTY RULES, AND GENERAL ATMOSPHERE.
Abstract
INCOMPLETELY EQUIPPED, THE NEW COMPLEX HAS SURVIVED ONLY THROUGH A LIBERAL REGIME, CONCEDING WHAT FEW OPPORTUNITIES EXISTED FOR THE INMATES. BOTH INMATES AND STAFF HAVE FELT THAT THEY WERE 'ALL IN THE SAME BOAT.' TO FUNCTION PROPERLY, A NEW PRISON SHOULD BE ABLE TO PROVIDE THE FULL RANGE OF SERVICES FROM THE BEGINNING. PRISONERS SHOULD BE ADMITTED GRADUALLY TO ALLOW THE ORGANIZATION OF THE INSTITUTION TIME TO RESPOND. THE DIRECTOR MUST HAVE DECISIONAL POWER TO DEAL ADVANTAGEOUSLY WITH UNPRECEDENTED SITUATIONS. --IN ITALIAN
