In England and Wales, 5.3 million notifiable offenses were recorded by the police in 1991, a rise of 16 percent over 1990.
Abstract
Of these offenses, 94 percent were crimes against property and 5 percent were violent crimes. Car crimes accounted for just under a third of the overall increase of 730,000 offenses. Violent crime increased by 6 percent, but this figure included a 25-percent increase in robberies. Recorded crime increased in all police force areas. During 1991, 1.5 million offenses were cleared, an increase of 7 percent over 1990. There were 46,000 more thefts of bicycles (up 28 percent) and 31,000 more thefts from shops (up 12 percent) in 1991 than in 1990. There were 210,000 more burglaries (up 21 percent) in 1991 than in 1990; the increase was lower for residential burglary than for nonresidential burglary. Offenses of violence against the person increased by 5,600 or 3 percent in 1991, a similar rate of increase to that of the previous year. Sexual offenses increased by 390 (up 1 percent) to 29,400. This figure, however, included a rise of 660 or 19 percent in recorded offenses of rape to 4,000. Robberies increased by 9,100 or 25 percent to 45,300, a much larger increase than in the previous year; robberies accounted for 60 percent of the total increase in violent crime. It is pointed out that the statistics do not necessarily provide an accurate picture of changes in the amount of crime committed, since many offenses are either not reported to the police or are not recorded. 6 notes, 6 tables, and 8 figures
