REPORT OF A PRELIMINARY PLANNING EFFORT UNDERTAKEN TO ALLOW MARION COUNTY OFFICIALS TO STUDY THE DESIRABILITY OF ESTABLISHING SOME FORM OF COOPERATIVE POLICE ARRANGEMENT FOR MARION COUNTY LAW ENFORCEMENT AGENCIES.
Abstract
MARION COUNTY HAS FOUR ORGANIZED POLICE AGENCIES: THE SHERIFF'S DEPARTMENT (44 FULL-TIME EMPLOYEES); THE OCALA POLICE DEPARTMENT (70 FULL-TIME EMPLOYEES); THE BELLVUE POLICE DEPARTMENT (THREE FULL-TIME EMPLOYEES); AND THE DUNNELLON POLICE DEPARTMENT (FIVE FULL-TIME EMPLOYEES). THIS REPORT, DATED APRIL 21, 1972, PRESENTS A SERIES OF PROCEDURAL STEPS WHICH SHOULD BE INCLUDED IN A STUDY AND EVALUATION OF COOPERATIVE POLICE SERVICES ARRANGEMENTS OR CONSOLIDATION. IT IS STATED THAT THIS APPROACH SHOULD MEET THE OBJECTIVE OF THIS TECHNICAL ASSISTANCE ASSIGNMENT, WHICH WAS TO DEVELOP A PLAN WHICH WOULD PERMIT CONCERNED OFFICIALS TO 'TAKE AN ORDERLY LOOK' AT CONSOLIDATION AND COOPERATIVE SERVICE ARRANGEMENTS. THE APPROACH OUTLINED HERE TAKES INTO ACCOUNT TWO TYPES OF CONSIDERATIONS INVOLVED IN COMPLETING A COOPERATIVE ARRANGEMENT STUDY: 1) ADMINISTRATIVE (THOSE THINGS NECESSARY TO PROPERLY PREPARE FOR THE STUDY), AND 2) OPERATIONAL (THOSE THINGS INVOLVED IN CARRYING OUT THE STUDY ITSELF).
